Case Workflow

Every criminal investigation moves through six stages — from first report to case disposition. Here's how Hubstream structures that journey for investigative teams.

Referral, Intelligence Intake and Case Opening

Investigations may begin with a local law-enforcement referral, statewide intelligence lead, prosecutor or AG referral, government-agency referral, public complaint, partner-agency request, or connection to an existing investigation. The initial question: does this matter require statewide authority, specialist capability, or coordination across jurisdictions?

Stage 2 · Prioritization

Assessment, Prioritization and Assignment

The bureau evaluates jurisdiction, public-safety impact, statewide relevance, links to existing investigations, specialist-unit requirements, partner-agency involvement, and investigator capacity. The matter may be assigned to major crime, organized crime, public corruption, financial crime, cybercrime, human trafficking, or narcotics units.

Investigation and Intelligence Development

Stage 4 · Multi-Agency Coordination

Case Development and Multi-Agency Coordination

The investigation may involve interviews, surveillance, warrants, subpoenas, digital and financial analysis, confidential sources, deconfliction, task-force coordination, and prosecutorial consultation. Stage 5 · Enforcement

Coordinated Enforcement and Prosecution Support

Possible outcomes include coordinated arrests, search-warrant operations, seizures, charging or indictment packages, referrals to state or federal prosecutors, intelligence dissemination, and continued enterprise investigation. An enforcement action may be one stage in a broader network investigation rather than the end of the matter.

Stage 6 · Intelligence Reuse

Outcome, Statewide Intelligence and Reuse

The bureau records enforcement and prosecution outcomes, seizures, recoveries, disrupted networks, related subjects, partner-agency activity, and intelligence relevant to future cases. A closed investigation continues contributing knowledge to later referrals and investigations.
